Consider how many of the following trends now shape fire risk:

More electrical devices, often continuously on standby; new sources of ignition (including e-mobility, batteries, solar panels).
More people living alone, older people at home with mobility or sensory impairments.
Changes in building stock (e.g., lightweight materials, open-plan interiors) that may promote faster fire spread.
Increased use of energy-dense fuels and alternative fuels (e.g., lithium-ion).
Changing climate conditions: longer dry seasons, higher ambient temperatures, greater likelihood of wild-fire interface risks.
Complex social behaviours: more people working at home, using heaters, cooking, etc., often in multi-use spaces.

Because of those changes, the assumption that we can wait for a fire and then respond effectively is riskier than ever. The margin of safety is narrower.

Prevention as the core priority

Research consistently shows that preventive fire safety measures — such as working smoke alarms, sprinklers, home-fire safety checks, community education and risk identification — lead to fewer deaths, fewer injuries and lower fire incidence. For example:

A systematic review on preventive measures for fire-related injuries found that “working smoke alarms and sprinkler protection are much less likely to result in a death” in residential fires. (cjr.ufv.ca)
Another recent study in the United Kingdom showed that fire prevention spend per head was associated with a downward trend in fire incidence. (LJMU Research Online)
The report “The Case for Investing in Prevention: Fire Prevention” estimated that in England & Wales the cost of a domestic fire (incl. injuries/fatalities) was around £25,000 on average, and prevention offers returns in safety and economy. (cheme.bangor.ac.uk)

In short: the evidence supports a shift from a reactive (fire-suppression) model towards a proactive (fire-prevention) model.

A new policy framework: shifting the role of firefighters

From “fire suppression specialists” to “fire prevention specialists”

The traditional image of firefighters is deeply heroic and well-deserved — rushing into danger, saving lives and property. But in the evolving world, their role should broaden (or rather refine) to emphasise prevention. We must transform policy so that:

Fire services engage with communities before fires occur: identifying hazards, conducting home-safety checks, working with vulnerable populations, advising on safe behaviours and oversight of fire-risk in built environment.
Firefighters act as educators, inspectors, community-risk assessors and partners (not just first responders).
Metrics of fire-service performance move beyond “response time” and “fires put out” to include “fires prevented”, “hazards removed”, “homes checked”, “risk communications delivered”. The research from the UK shows how moving to effectiveness-based performance metrics is key. (LJMU Research Online)
Multi-agency collaboration becomes routine: linking fire services with public health (e.g., smoking cessation, alcohol risk), housing authorities (safe wiring, working alarms), social services (elderly isolation risk), urban planners (safe materials, compartmentation) and community groups.

Why this matters

When a fire starts, the time to detection, the spread rate, the occupant vulnerability, the readiness of suppression all matter — but by then the margin for intervention is small. Prevention acts upstream.
Resources devoted to suppression (trucks, equipment, training) are essential but expensive; many countries would gain more safety per dollar by investing in prevention.
Fire incidents are often unevenly distributed: older persons, people living alone, lower-income housing, are all at higher risk. A prevention-oriented fire service can target those groups early.
In communities, building resilience means fewer devastating fire events, fewer injuries, less trauma, less economic loss.

Best-practice examples: Community fire-safety programmes

Norway’s Bjørnis the Fire Bear programme

In Norway, a clever and engaging programme used a fire-service mascot “Bjørnis” to promote fire-safety messages to children and households.

The mascot is part of national education in kindergartens, open-days at fire stations, campaigns, media. (brannbamsen.no)
A study of 1,275 households found that participants introduced, on average, 4.1 fire-safety measures per household after exposure to the Bjørnis campaign; one in five households also implemented measures outside their immediate household (e.g., grandparents). (risefr.no)
The study concluded: “Bjørnis has led to a clear and documentable improvement in fire-safety in Norwegian homes.” (FRIC (Norwegian))
Although this is a children-centric tool, its value lies in engaging families and whole communities rather than only responding to events.

This kind of proactive, education-driven, community engagement programme demonstrates how fire safety can shift from reactive to preventive.

Finland’s Award-Winning Community Fire Safety Programme

In Finland, community fire-safety education and awareness programmes are increasingly recognised. The International Safety Education Seminar 2025 (ISES 2025) in Levi, Finland is organised by the Finnish National Rescue Association and others, emphasising fire-safety education, safe communities and innovation in preventive work. (CFPA Europe)
Although I did not locate independently verified public data stating that Finland’s programme won the European Fire Safety Award in 2025 specifically for a “Community Fire Safety Programme (2025)”, there are social-media posts suggesting that Finland’s community fire-safety project received recognition. (LinkedIn)
Nonetheless, Finland’s overall fire-safety system (including strong volunteer brigades, educational outreach, community drills) is well-regarded. (Wikipedia)
What this shows is: policy and programmes that integrate prevention + community engagement + education + risk assessment are being recognised at a European level.

The results: fewer deaths, fewer injuries, stronger community resilience

When fire-safety policy emphasises prevention rather than just suppression, the benefits multiply:

Fewer fires start, or when fires do start they are detected earlier, contained faster, cause less damage.
Fewer lives lost, fewer serious injuries. The data from sprinklers and alarms shows markedly lower death rates. (cjr.ufv.ca)
Reduced economic cost: less property damage, medical cost, business interruption, emotional trauma. (cheme.bangor.ac.uk)
Greater community resilience: people are aware of risk, know what to do, work together, trust their fire-service and their neighbours.
Firefighters and fire services are more than “reactors” — they become integral to community safety and risk-governance; this enhances legitimacy, morale and public value.
Vulnerable groups (elderly, living alone, low income) are better reached and supported before fire occurs.

Why all countries should adopt a prevention-centred policy

Given the research and real-world examples, here are compelling arguments for why every nation should shift to fire-prevention-first policies:

Moral imperative: No one should die or suffer serious injury from a preventable fire. When the tools exist to reduce fire deaths, doing anything less is an unacceptable risk.
Cost-effectiveness: Prevention often delivers better value than suppression alone; given constrained public-safety budgets, prevention offers stronger returns.
Changing risk-landscape: With evolving technologies, building practices, demographics, climate change and energy systems, fire-risk is shifting — the old suppression-first model is increasingly inadequate.
Community empowerment: Prevention involves citizens, households, neighbourhoods and local organisations. It builds stronger social infrastructure, not just firefighting infrastructure.
Sustainable fire services: As budgets, personnel, call-volumes and public expectations change, fire services that are purely reactive may struggle. A prevention role ensures relevance, adaptation and impact.
Data & evidence available: Studies from the UK, Norway, Finland and other jurisdictions demonstrate that prevention works — we have frameworks, tools, metrics. For example, the work on assessing fire-prevention strategy effectiveness in England. (LJMU Research Online)
International recognition and benchmarking: Programmes such as Bjørnis in Norway, and the European Fire Safety Awards show that prevention-oriented work is both feasible and recognized.

What policy and safety-measurement steps should be included

To turn this vision into reality, nations should adopt these key elements:

Policy levers

Integrate fire prevention explicitly into national and local fire-safety strategies: e.g., goal of “no one dies or suffers serious injury from fire incidents”.
Reallocate or ensure budget lines for preventive work (training, home-safety visits, community education, risk assessments, alarms and sprinklers) not just suppression assets.
Empower fire services to conduct proactive hazard-identification — e.g., inspect high-risk households, engage with vulnerable groups, support safe cooking and electrical practices, promote working alarms.
Adopt multi-agency collaboration: link fire services with health, housing, elderly-services, social care, schools, urban planning.
Set measurable targets: e.g., percentage of homes with working alarms, number of risk assessments completed, reduction in residential fire incidence/fatalities, vulnerable-households visited, community-education sessions held.
Build performance metrics: move from output (responses, trucks, calls) to outcomes (fires prevented, lives saved, hazards mitigated).
Encourage innovation and community engagement: mascots, school programmes, community ambassadors, reward schemes (such as European Fire Safety Award recognition).
Use data: track fire incidents, risk factors, vulnerable populations, building types, ignition sources; research to inform targeted prevention. For example, the 2025 study on residential fire spread using over 100,000 UK fire records. (ScienceDirect)

Safety-measurement and operational steps

Smoke alarms: Ensure high coverage of working smoke alarms in all dwellings; research shows their presence reduces death rates. (cjr.ufv.ca)
Sprinklers and automatic suppression: Where feasible (especially high-rise, multi-unit, vulnerable populations), installation of automatic suppression significantly lowers death and injury rates. (PMC)
Home fire-safety visits: Target vulnerable households (elderly, living alone, previous fire history, disabilities); these visits help identify hazards, educate occupants and install alarms/fire blankets. The UK “Home Fire Safety Check” initiative is evidence-based. (LJMU Research Online)
Community education and hazard awareness: Use schools, kindergartens, mascots, media campaigns (as in Bjørnis), local fire-stations open days; this builds a culture of safe behaviour and hazard recognition.
Risk assessments and hazard removal: Fire services (and local agencies) should assess buildings, wiring, cooking practices, e-mobility risks, escape routes, combustible materials, vulnerable occupants. Hazard mitigation (e.g., safe wiring, removal of risky materials, enforcement of safe practices) is key.
Monitoring and evaluation: Collect data on number of fires, injuries/fatalities, rates per households, changes in home-safety behaviours, distribution of risk, cost-benefit of prevention programmes (see “Assessing the effectiveness of fire prevention strategies”). (LJMU Research Online)
Targeting high-risk groups and households: Data show older age, living alone, smoking, alcohol, no alarms increase risk. For example, in the UK study, 56% of fire fatalities were over age 65. (LJMU Research Online)
Feedback loops and continuous improvement: Prevention strategies should be reviewed, refined, informed by research and incident data. For example, the study “Towards Evidence-Based Fire Prevention Policy” uses UK data modelling. (ScienceDirect)

Conclusion

To truly protect lives and property in the 21st-century world, fire-safety policy must evolve. We no longer live in a static environment where the same old risks apply and suppression alone suffices. The principle that “fire prevention is the heart of safety” must guide national and local fire-safety strategies.

Firefighters, too, should be empowered not only to respond but to lead in prevention — working with communities, identifying risks, educating households, reducing vulnerabilities long before a flame is lit. The shift from “fire suppression specialist” to “fire prevention specialist” is not a downgrade of the heroic role of firefighters; rather, it amplifies their value, relevance and impact.

Global evidence and best-practice programmes (such as Norway’s Bjørnis and Finland’s community-fire-safety initiatives) show that prevention works. Fewer fire deaths, fewer injuries, stronger communities. If all countries adopt prevention-centred strategies, the goal of “no one dies or suffers serious injury from fire incidents” becomes far more achievable.

Now is the time for change. Fire-safety policies that prioritise prevention will save lives, protect societies and honour the courage and dedication of firefighters everywhere. Let us commit to the transformation — because the world is no longer the same, and our fire-safety strategies must reflect that.
